If you sell to other businesses from a WooCommerce store in the UAE, the way you issue invoices is about to change. The Ministry of Finance is rolling out a national UAE e-invoicing system, and invoices will have to be created in a structured format and exchanged through an accredited provider, not just emailed as PDFs.
This guide explains what is known about UAE e-invoicing, the dates that matter this week, and five steps WooCommerce store owners can take now. Dates have already changed once, so verify the final rules with the Ministry of Finance, the Federal Tax Authority and your accountant before you commit to a plan. This is general guidance, not tax advice.
| Item | What is reported |
|---|---|
| Format | Peppol PINT AE structured invoices, not PDFs |
| Large businesses (above AED 50m) | ASP appointment by 30 Oct 2026; go-live 1 Jan 2027 |
| Smaller businesses | Earlier reporting: ASP by 31 Mar 2027, go-live 1 Jul 2027 (verify) |
| B2C sales | Excluded for now |
What UAE e-invoicing is
According to a KPMG summary of the Federal Tax Authority’s technical document dated 23 February 2026, the UAE has adopted Peppol PINT AE, a UAE-specific specification, for electronic invoices. Businesses must generate invoices in structured XML and connect to an Accredited Service Provider (ASP) that transmits them.
Other points from that summary:
- Business-to-consumer (B2C) transactions are excluded for now.
- Electronic tax invoices carry 51 mandatory fields, grouped into invoice, seller, buyer, totals, tax breakdown and line details.
- The taxpayer’s TIN is the participant identifier, defined as the first 10 digits of the corporate tax registration number (TRN).
In short, a PDF made by your WooCommerce invoice plugin will not be enough on its own for in-scope B2B sales.
The dates that matter
Gulf News reported on 10 May 2026 that the Ministry moved the deadline for appointing an ASP from 31 July to 30 October 2026 for entities with annual revenue above AED 50 million. Full implementation for eligible entities remains 1 January 2027, and 32 service providers had been approved.
For smaller businesses, the KPMG summary lists an ASP deadline of 31 March 2027 and mandatory e-invoicing from 1 July 2027, with voluntary participation from 1 July 2026. Those dates predate the May change, so confirm them before you rely on them.
Key terms in plain language
E-invoicing documents are full of abbreviations. Here is what the main ones mean in this guide:
- ASP (Accredited Service Provider): a company approved by the Ministry of Finance to send and receive e-invoices for you. You cannot skip this step.
- PINT AE: the UAE version of the Peppol invoice specification. It defines which fields an invoice must carry and in what format.
- Structured XML: a machine-readable file, as opposed to a PDF, that another system can read without a person retyping the data.
- TRN and TIN: the tax registration number and the participant identifier derived from it, as described in the KPMG summary.
- B2B and B2C: sales to businesses and sales to individual consumers. B2C is outside scope for now, according to the same summary.
Keep this list handy when you speak to your accountant and providers. Most delays come from people using the same word to mean different things.
Does this apply to your WooCommerce store?
You are most likely affected if you invoice other UAE businesses, for example wholesale or corporate orders, and you are VAT-registered. A store that only sells to individual consumers is, per the current summary, outside the scope for now. If you do both, plan for the B2B side.
Ask your accountant three questions: Is our revenue above or below AED 50 million? Which of our sales are B2B? And which date applies to us?
Five steps for WooCommerce stores
Step 1: Confirm your scope and deadline
Write down your annual revenue band and the share of B2B orders. If you are above the AED 50 million line, the appointment deadline may be days away, so speak to your accountant today.
Step 2: Fix your tax data
Make sure your TRN is correct, your VAT settings follow the rules in our guide to WooCommerce VAT in the UAE, and your product tax classes are consistent. Structured invoices expose errors that a PDF hides.
Step 3: Choose an accredited service provider
Only accredited providers can transmit invoices. Ask each one whether it has a WooCommerce connector or API, what it costs per invoice, how it handles credit notes and what support it offers. Compare at least two.
Step 4: Capture the buyer data you will need
B2B invoices need buyer details such as the business name, address and tax identifiers. Add the fields to your checkout and make them required for business orders. Our checkout notes in the checkout block guide explain how to test custom fields on block checkout.
Step 5: Test before you go live
Create test orders, including a refund, and check that invoices validate and are delivered. Keep a rollback plan, and test again after every WooCommerce update.
What a structured invoice needs in practice
The 51 mandatory fields reported by KPMG fall into groups, and each group maps to data your store already holds or must start collecting:
- Invoice details: the invoice number, issue date and currency. WooCommerce order numbers and dates cover most of this, but your numbering must be unique and sequential in the way your accountant requires.
- Seller details: your legal name, address, TRN and TIN. These live in your store settings and should match your registration exactly.
- Buyer details: the customer’s legal name, address and tax identifiers. This is the group most WooCommerce stores lack for business customers.
- Totals and tax breakdown: amounts before and after VAT, per tax rate. Rounding differences that nobody noticed on a PDF can cause a structured invoice to fail validation.
- Line items: description, quantity, unit price and tax category for every product, shipping and fee line.
Ask your developer to export 20 recent B2B orders and check which fields are missing. That one exercise usually shows how much work lies ahead.
A 90-day plan
- Weeks 1 to 2: confirm scope and your deadline, and shortlist two accredited providers.
- Weeks 3 to 6: clean tax settings, add buyer fields at checkout and agree the data mapping with your provider.
- Weeks 7 to 10: test with sample orders, refunds and credit notes in the provider’s test environment.
- Weeks 11 to 13: run a pilot with a few real customers, fix issues and train the people who handle invoices.
Treat the dates as a ceiling. If your deadline is sooner, compress the plan and start with the provider choice, since onboarding takes time.
Why WooCommerce stores find this harder than expected
A PDF invoice only has to look right to a human. A structured invoice has to be right for a machine, and WooCommerce data has some habits that make that harder:
- Guest checkout. Many stores let customers buy without an account, so the company name and tax number may never be stored.
- Free-text fields. Names, addresses and company details are often typed in different ways, which can break validation.
- Rounding. Prices with VAT included are split into net and tax amounts, and small rounding differences across lines can mismatch the totals.
- Partial refunds and fees. Credit notes must reference the original invoice and carry their own tax breakdown.
- Mixed baskets. An order with taxable, zero-rated and exempt items needs the correct category on every line.
None of these is impossible. They simply show up only when someone tries to produce a structured file, so test early with real orders and not with a perfect sample.
Questions to ask any invoicing plugin vendor
- Which accredited service provider does it connect to?
- Does it generate PINT AE XML and cover all mandatory fields?
- How does it handle refunds and credit notes?
- What happens when your order data is incomplete?
- How is it tested after WooCommerce and PHP updates?
A short glossary of documents you may meet
Alongside the tax invoice, your provider may talk about other document types. Knowing them helps you read quotes and test plans:
- Tax invoice: the main document for a taxable sale between businesses.
- Credit note: reduces or cancels a previous invoice, for example after a return or a price correction.
- Debit note: increases an amount already invoiced.
- Acknowledgement or status message: a response from the network or your provider showing whether an invoice was accepted or rejected.
Rejected invoices are a normal part of testing, because validation is strict. Make sure someone in your team knows where those messages arrive and who fixes the data. A rejected invoice that nobody sees is the same as an invoice that was never sent.
Common mistakes
- Assuming a PDF invoice plugin is compliant.
- Waiting until the deadline to choose a provider.
- Ignoring B2B buyer data at checkout.
- Leaving tax class settings inconsistent.
Where we can help
We build and test WooCommerce integrations, including custom checkout fields and connectors. We do not claim a ready-made e-invoicing product here, so we scope each case against the provider you choose. See our WooCommerce development and ecommerce development services.
What to do if your plugin vendor has no answer yet
E-invoicing rules are new, so it is normal for plugin authors to be unsure. If your current invoicing plugin does not mention PINT AE or any accredited provider, you have three realistic paths:
- Use the connector from your chosen ASP, if it offers one for WooCommerce, and keep your PDF plugin only for customer copies.
- Add a small custom integration that sends order data to the provider’s API after payment, built and tested by your developer.
- Move the invoice step outside WooCommerce, for example to your accounting system, if it already supports an accredited provider.
Compare them on reliability, cost per invoice and how much manual work remains each month. Whatever you choose, keep a written record of the decision and the provider’s confirmation of what it covers. If the rules change again, you will know exactly which part to adjust.

Frequently Asked Questions
Is UAE e-invoicing mandatory for all businesses?
Not yet for everyone. Current reporting says it is phased by revenue, B2C is excluded for now, and businesses above AED 50 million have a 1 January 2027 go-live. Confirm your date with your accountant.
Can I keep using my WooCommerce PDF invoices?
For in-scope B2B sales, a PDF alone is unlikely to be enough, because invoices must be structured and exchanged through an accredited provider. Check what your plugin and provider support.
What is an accredited service provider?
An ASP is a provider approved by the Ministry of Finance to connect your business to the UAE e-invoicing network. The Ministry had approved 32 by May 2026.
